Water feature for AZ community park

We are located in Tucson AZ where it gets extemely hot from late April sometimes all the way through to October and beyond.  Our subdivision has a underutilized Tot Lot with lots of space to add some features.  Does anyone have an idea for an affordable, safe water play idea?  I have possible access to a couple thousand dollars through a matching grant and would jump all over any possibilites!  We have direct access to water already but no electricity.

A simple option from my childhood was just using a hose and a lined sandbox... I learned a lot from working the wet sand differently than the dry sand, creating rivers and lakes and such.  I'm not sure how much this would work or not in the exteme heat you face (the water might evaporate too fast!) but it was lots of fun in the humid North East where I grew up.

Then I moved to San Francisco, where my local park (and my favorite) has a fantastic water-play feature it in.  Check it out! http://www.ggmg.org/Playgrounds/24th_york.html You can see the water spouts, and they are operated by kids pushing the buttons on top of the yellow posts in the background.  There are always kids playing there.  The water feature there was a product of Water Odyssey out of San Marcos, TX.  Phone number is 512.392.1155 -- they do constructions all over the country!   Come back and let us know if end up working with them!

Where I live in Silver Spring, Md., we have a nifty public fountain kids play in all the time during the summer. You can see a picture of it here. It's in the middle of a downtown pedestrian shopping area, but people will bring kids in their bathing suits to play at this fountain in the middle of all the stores and restaurants. The water jets go at random and the kids love it.
