Best material for groundcover?

We do not have the budget for the recycled tire ground cover. What is the next-best, cost effective type of ground cover?

You will probably have to go with an engineered wood fiber then, or wood chips/mulch that are specifically for playground use (i.e. not so splintery).  But you should also keep in mind that with wood, you do have to replenish it, probably on a yearly basis, and so you really should calculate out the cost over time, e.g. five to ten years, because you may find that if you don't have an ongoing budget to access, then you might want to fundraise to get the chopped rubber put in place initially, since you're not going to have to top it off every year.

We are purchasing our rubber mulch from www.internationalmulch.com. Our rep. is Matt Bartles. Maybe you could contact him to get a price, they matched the lower price we found elsewhere. Just a thought. Good Luck!

The Surfacing page on KaBOOM! Accessibility has information on cost, maintenance, safety, etc. of various playground coverings.  You may be interested in a turf or rubber tile option.

Since engineered wood fiber is so much more afordable than anything rubberized it can be an amzing option. All of the playgrounds I have helped to build have used EWF and the most important thing is maintenance!  Raking the EWF back into place after a lot of use will keep it from disappearing quickly. Also many vendors will give a reduced price on EWF top offs if a year or two down the road you need to add some more.

It is also important to note that properly certified Engineered Wood Fiber does meet all ADA requirements for wheelchair accessibility and also meets guidelines for fall heights when maintained at proper levels.  It is very important, however, to continually maintain the levels in high use zones such as at slide footings or directly underneath swings.  Regular replenishments will also be necessary.
