Need your opinion: safe playgrounds?

I live in Italy in a town with very particular playgrounds.

Here are some examples: In the local new park the city administration has decided to create a pond with a fountain right in the 15 metres from the playground. Here are 2 pictures:

The pond is about 90 cm deep.

Do you think it's a safe playground to make children play on?

Do you think it could be a logical idea to start a  campaign for better and safier environment for children? Till now it seems to me that nobdy care...

I have parks near me with fountains and ponds. They are actually considered a good thing... though 90 centemeters (around 3 feet) is kind of deep, in my opinion. Have any children been hurt? I'm torn. I'd be nervous about letting my 3-year-old niece play around that pond, but I also know that she'd find some way to make a pile of goose feathers into a deadly weapon. Short of draining the pond, I'm not sure what I would do. You know, you might find that there are more people in your town who are interested in this issue than you think. You won't know until you say something.
